A sanitary sewer is a pipe located in the City Right-of-Way that is designed solely to transport wastewater from sanitary fixtures and floor drains inside your house or place of business to the City's Wastewater Treatment Plant. Sanitary sewers in your neighborhood are owned, operated and maintained by the City of Republic.Illegal Wastewater Connections
-
A storm sewer is a pipe located in the City Right-of-Way that is designed to carry storm-related water runoff. Storm sewers are normally much larger than sanitary sewers because they are designed to carry much larger amounts of flow. Storm sewers are owned, operated and maintained by the City of Republic.Illegal Wastewater Connections
-
A surcharged sewer is when the sewer line cannot release the amount of water (or sewage) fast enough so it begins to back up into the sewer system and / or privately owned lines.Illegal Wastewater Connections
Surcharged sewers originate mainly from three different causes:
- Extraneous water entering the system through illegal connection.
- Restrictions in the City owned sanitary sewer lines or privately owned lines. These restrictions can be caused by a total or partial collapse in the pipes, misaligned joints, intrusion of tree roots, grease and oil products and miscellaneous items that make there way in to the sewer system.
- A combination of the items above. -
An illegal connection is a connection that permits extraneous storm-related water (water from sources other than sanitary fixtures and floor drains) to enter the sanitary sewer system. The extraneous storm-related water is water that should be going to the storm sewer or allowed to soak into the ground without entering the sanitary sewer.Illegal Wastewater Connections
Water from drain lines of swimming pools, condensation of air conditioning systems, refrigeration systems or dehumidifiers are also restricted from entry into the sanitary sewer system. -
Illegal connections include connections of downspouts, sump pumps and area drains to the house sewer lines; this means any physical connection that allows water from precipitation events into the sanitary sewer system are prohibited.Illegal Wastewater Connections
In addition, defective house sewer lines cause extraneous water to enter the sanitary sewers and thus they are also illegal connections. Illegal connections per City Ordinances also include swimming pool drain lines, condensation lines from air conditioners, refrigerators and dehumidifier units. -
Modern subdivision construction standards generally call for water from sump pump, area drains and the like to be diverted to the storm sewers, front or back yards or above ground drainage ditches.Illegal Wastewater Connections
-
Removal of illegal connections will significantly reduce the flow of extraneous storm-related water in the sanitary sewer system. This storm water ends up at the wastewater treatment plant and is treated along with sanitary flow. The cost of treating this clean water could be reduced by reducing the quantity of water from the sanitary sewer.Illegal Wastewater Connections
The removal of this water can also extend the life of the wastewater treatment system. It also can help reduce the amount of backups of sewer in City and privately owned lines. -
A surcharged sewer flows at a level greater than the "normal" level. If the home has sanitary fixtures or floor drains at an elevation below the surcharge level flooding can occur, basements are particularly susceptible to this. The sanitary sewers have been designed to transfer sanitary waste only. Extraneous storm water flow added to the normal sanitary flow can exceed the capacity of the sanitary sewer resulting in a situation where the sanitary sewer is "surcharged."Illegal Wastewater Connections
Basically, surcharging occurs when the amount of flow trying to get through a pipe exceeds the maximum capacity of the pipe, thus backing up in the system (surcharging). When surcharging occurs, it seeks to relieve itself at the lowest relief point on the system. If your home or business has drainage fixtures which are lower than the nearest upstream manhole, flooding of basements and crawlspaces, or your home or business, is possible. Reducing the extraneous flow will reduce the surcharging and sewer back-ups.
Be aware that you don't have to have a basement to be flooded by surcharged sewers. If elevations of your lowest drainage fixture is lower than the elevation of the nearest upstream manhole, you can likely experience a flooding situation. -
If you believe your lowest drainage fixture is lower than the nearest upstream manhole, the installation of a backwater valve can help prevent this. A backwater valve allows sewage to flow only in one direction. If a surcharge condition does develop, it will help prevent the reverse flow of sewage from backing up into your home or business.Illegal Wastewater Connections
For all new construction or repairs, City Codes and the International Plumbing Code require the installation of a backwater valve. -
Yes. For example, an eight-inch sanitary sewer can handle domestic water flow from up to 465 homes; however, it takes only twelve sump pumps operating at full capacity to overload an eight-inch sanitary sewer.Illegal Wastewater Connections
-
The City can find some illegal connects through work in the field, which can include Closed Circuit Television (CCTV) Inspection, smoke testing, dye testing, flow monitoring, inspections and reports made by citizens.Illegal Wastewater Connections
-
It is suggested you consult a licensed plumber to determine the most appropriate methods of removing or repairing a specific illegal connection. The following are some possible solutions:Illegal Wastewater Connections
- The sump pipe could be run overland to a ditch, street gutter or swale that could drain to another location. The sump pump can be run underground through a 4" or 6" diameter perforated PVC pipe, with holes at the bottom and back-filled with washed gravel. An overflow tube should be placed at the opposite end to allow the water to escape in the event the volume of the pipe is exceeded.
- Route the sump pump to a City storm sewer.
- Disconnect gutters, downspouts or area drains from the sewer drainage system.
- Disconnect any condensation lines.
- Repair privately owned sewer lines as required. -
You may not have flooding due to surcharged sewers, but if your plumbing pumps or drains storm-related water into the sanitary sewer, it may well be the cause of flooding in your neighbor's basement.Illegal Wastewater Connections
-
No. In response to U.S. Environmental Protection Agency regulations, local governments have adopted ordinances or codes prohibiting the intrusion of extraneous storm-related water into sanitary sewers. The City of Republic has very strict regulations to reduce extraneous flows to sanitary sewers.Illegal Wastewater Connections

Stormwater
An MS4 program is administered by the Missouri Department of Natural Resources to regulate municipal sperate storm sewer systems (MS4) with the goal of reducing pollution in bodies of water. All stormwater infrastructure including piping, ditches, detention basins, and inlets are included as part of the storm sewer system.
-
Stormwater
Yes. The City of Republic has had an MS4 program since 2017. The City is currently regulated by Phase II MS4 Permit MOR04C021.
-
Stormwater
There are several tiers of MS4 programs. Phase I permits cover large communities with populations of over 100,000 people. Phase II communities, like the City of Republic, are permitted if they have a population greater than 10,000 people and are located near an urban area with more than 50,000 people, such as the City of Springfield.
-
Stormwater
A Stormwater Management Plan is a written document outlining the practices and procedures that are used to meet the requirements of an MS4 permit. This includes minimum control measures to reduce pollution and protect water quality.
-
Stormwater
A minimum control measure, also referred to as an MCM, is any measure expected to result in the reduction of pollutants being discharged into bodies of water. Per the City of Republic’s MS4 permit, there are six minimum control measures that must be followed by the City.
-
Stormwater
The six minimum control measures are:
MCM #1: Public Education and Outreach of Stormwater Impacts
MCM #2: Public Involvement/Participation in Program Development
MCM #3: Illicit Discharge Detection and Elimination (IDDE)
MCM #4: Construction Site Stormwater Runoff Control
MCM #5: Post-Construction Stormwater Management in New Development and Redevelopment
MCM #6: Pollution Prevention/Good Housekeeping for Municipal Operations
-
Stormwater
An illicit discharge is any direct or indirect discharge to the municipal storm drain system that is not composed entirely of stormwater. NPDES regulated discharges and water resulting from firefighting activities are not considered illicit discharges.
-
Stormwater
Examples of illicit discharges include cross connections with the sanitary sewer, improper disposal of car oil or cooking grease, dumping paint or herbicides, or other related actions that result in pollutants in stormwater.
-
Stormwater
To report a suspected illicit discharge, please contact the City of Republic at (417) 732-3450 or use the submit a concern function on the website.
-
Stormwater
Illicit discharges pollute bodies of water including ponds, lakes, creeks, streams, and rivers. This can disrupt plant and animal life by depleting oxygen and destroying habitats.
-
Stormwater
You can help protect water quality by property disposing of waste and materials. Reporting suspected illicit discharges also helps to protect the quality of water.
-
Stormwater
City staff are marking stormwater inlets with spray paint as part of an ongoing project under the City's Stormwater Management Plan. Inlets are being stenciled with, "No Dumping - Drains to Stream." This effort is being taken to discourage illegal dumping into the storm sewer and will be occurring all over town.
-
Stormwater
If your pool is not connected to the sanitary sewer system, you should allow the pool water to sit untreated for seven days. After this time period, the water can be slowly dumped into your yard or be used for irrigation.
-
Stormwater
Pool water is treated with chemicals that are toxic to aquatic plants and animals. Storm inlets and drains connect directly to local streams so dumping pool water can cause serious environmental issues. Dumping of pool water without proper dichlorination is an illicit discharge, which is a violation of the City's municipal code.
FOGS
5-
FOGS
FOGS is an acronym for fats, oils, grease and sand.
-
FOGS
Once in the sewage collection system, FOGS can clog sewer mains, cause costly blockages of the sewer, and negatively affect the environmental quality of Republic’s nearby waterways. Removing FOGS from the City sewer takes great time and effort, wasting valuable resources.
-
FOGS
If blockages caused by FOGS occur in the City sewage collection system, they can cause sewage to back up onto private property, including inside homes and businesses.
-
FOGS
The City saves money from not having to manually remove FOGS from collection mains and the sewage treatment plant, in addition to savings in administration and compliance areas.
-
FOGS
The City of Republic is always willing to be a partner in effective FOGS control. The BUILDS Department is available to help with any questions and offer free assistance. Feel free to contact us at (417) 732-3150.
FOGS - Residents
4-
FOGS - Residents
The dumping or pouring of oil or grease by any user, into any sewer drain connected or not connected to a grease interceptor or grease removal device is highly discouraged. Grease clogs up drain lines in your home, causing backups and property damage. These issues can mean expensive plumbing repair bills and costly harm to your home.
-
FOGS - Residents
In your home, pour grease into a tin can, wait for it to harden when cool, and throw it away with your trash.
-
FOGS - Residents
An interceptor is not required for a building used solely for residential purposes so long as there exists no common food preparation facility or as long as the wastewater flow from the building does not contain grease, flammable substances, sand or other harmful ingredients in amounts or concentrations which regularly exceed limits established by City code.
-
FOGS - Residents
Clean sewer drain lines mean savings in operating costs for you, by eliminating FOGS that can collect inside pipes to form blockages.
FOGS Businesses
12-
FOGS Businesses
Contact the City of Republic’s BUILDS Department for a free inspection of your establishment and assistance with FOGS permitting.
-
FOGS Businesses
No. Individual evaluations are required for each establishment. For instance, for food preparation and service establishments, assessment results are based on daily number of people served, grease content of menu items served, and other factors. For commercial, automotive and industrial operations, assessment results are based on the number of floor drains located in work areas, square footage of work areas and other factors.
-
FOGS Businesses
The BUILDS Department will help with a determination and provide you with a waiver of FOGS removal equipment under your Permit to Discharge. As with any Permit to Discharge, periodic review of the waiver will be established.
-
FOGS Businesses
By law, every connection to the City wastewater collection system is responsible for the quality of the discharge it conveys.
-
FOGS Businesses
Yes, pre-treatment by business owners is the most effective method of FOGS control.
-
FOGS Businesses
Maintenance and cleaning of the FOGS equipment will vary with the establishment. Minimum maintenance intervals will be established as requirements of the Permit for Discharge issued by the BUILDS Department.
-
FOGS Businesses
Renderable fats collected in food preparation establishments can be recycled and used for many purposes such as heating fuels, animal feed, and industrial lubricants. Petroleum oils can be recycled for purposes such as heating fuels and asphalt.
-
FOGS Businesses
When FOGS equipment is not maintained and cleaned regularly, contents become acidic, will smell and attract vermin. More importantly, proper maintenance is required for FOGS equipment to separate FOGS from water efficiently. Irregular maintenance leads to blockages, overflows, and discharges exceeding maximum contaminant levels which can lead to costly repairs, cleaning and assessed fines.
-
FOGS Businesses
Regular sampling and observation of discharges can prevent problems from materializing, resulting in reduced operations costs from FOGS equipment.
-
FOGS Businesses
In restaurants and commercial establishments where FOGS is produced in greater quantities, training employees and staff to remove FOGS from dishware, floors and workspaces can reduce FOGS in sewers. Those establishments are also required to ‘pretreat’ sewage discharge by installing FOGS interceptors, separating FOGS from water and allowing for periodic cleaning of the device.
-
FOGS Businesses
Yes. The Code of Ordinances allows the City to recover the costs associated with blockages and overflows from private parties.
-
FOGS Businesses
FOGS are a group of commonly discharged pollutants from food service establishments, automotive repair shops, industry, and residential users of the public sewer system that are easier to dispose of before they reach the city sewer to prevent damage and blockages.
